Utilities must be carefully located vertically and horizontally and relocations are difficult.

Grades for intersections and streets must match existing driveways and entrances.

Sidewalks must comply with handicap accessibility standards.

Traffic calming measures, streetscapes, street lighting, traffic signals, signage, and turning lanes must also be considered.
